Joy Cheng

Department of Home Affairs, Director of Transport Security International Capacity Building

Joy Cheng is the Director of Transport Security International Capacity Building section within the Cyber and Infrastructure Security Centre at the Australian Government Department of Home Affairs. Joy oversees the Transport Security International Capacity Building program, which contributes to a secure Indo-Pacific region by uplifting transport security governance and processes, through activities delivered in partnership between Australian posted officers and local transport security regulators.

Over the past 12 years, Joy has held a number of national security and legal policy roles within the Department of Home Affairs and previously the Attorney-General’s Department, including maritime security, background checking, biometrics, countering violent extremism and copyright policy. In these roles, Joy led various legislative and policy reform projects, contributed to drafting and implementation of international agreements, and developed legal frameworks to implement large scale capability
projects.

Joy holds a combined Bachelor of Laws/ Bachelor of Arts from the University of New South Wales and a Graduate Diploma in Legal Practice from the Australian National University.
